Finely dice the garlic and the shallot. Chop the chives into fine rings. Grate the Parmesan cheese. Cook the spaghetti in salted water according to package instructions. Reserve some of the pasta water.
In the meantime, melt butter in a large frying pan over medium heat. Add the shallot and garlic cubes and sauté until translucent. Then add the turmeric, salt and pepper.
Add the pasta and the pasta water to the pan and bring everything to the boil. Remove the pan from the heat and stir in the Parmesan until the sauce is nice and creamy. Arrange the pasta on plates and garnish with chives.
