Place shrimp in a bowl and pour over boiling water to cover. Finely slice the carrot and chop the scallion.
Whisk the egg, flour, and water together until combined. Season with salt, add in the shrimp, carrot, and scallion, and mix again to combine.
Heat up some oil in a frying pan over medium heat and pour in the batter. Fry until the pancake is golden, then flip it, and fry on the other side. Serve with spicy sauce and enjoy!
