Slice green chilis, ginger, and garlic. Cut dried chilis into smaller pieces, using scissors. Set aside.
Cube carrots and set aside.
Remove bones from chicken drumsticks, then cut them into small pieces. Add to a bowl with starch and mix well to combine.
Add chicken to a wok and fry until golden brown.
Add garlic, ginger, dried chilis, and Sichuan peppercorns to the wok, and fry.
Add carrots and green chilis, and cook until carrot is cooked through. Enjoy!
