Cut the onions and the garlic in small cubes. Do the same with the potatoes.
In a wok put the olive oil to heat. Then and the onions and the garlic and stir.
After they became soft add the butter and let it melt. Add the flour and stir again. Then add the vegetable broth and milk(or the water).In the end add the potatoes and let it shimmer for approximately 15'.
Serve warm, garnished with desired toppings like bacon.
