Add olive oil in large stock pot, add minced garlic and grated ginger and cook (stirring frequently and until fragrant) about 1-2 minutes
Whisk in chicken broth, chopped carrots, soy sauce and 3 cups water
Bring to a boil, reduce heat and let simmer for 5 minutes. Stir in Yaki-Soba noddles until loosened and cooked through, about 2-3 minutes
Stir in spinach and chives until spinach is wilted, about 2 minutes
